04.04.2019:  Meeting with DGM (Estt-I) : GS and President met DGM (Estt) and discussed regarding cancellation of GTI Nominations erroneously given by the Executives in various Circles while opening of ESS Portal. We also intimated that the access to update the GTI option in ERP backend has not been provided to Circle/SSA DDOs. As such updation to opt out of GTI could not be done in SAP by the concerned DDOs based on the representations submitted by the Executives and recovery was made in March 2019 Salary. DGM(Estt-I) informed that so many representations are received from various Circles for the cancellation of GTI Nominations and refund of wrong recovery made from March 2019 Salary and assured that Establishment Branch CO, New Delhi will issue a letter to GM(Training) for necessary guidance to resolve the issue shortly.
04.04.2019:  BSNL Board Meeting held today:  It is understood that in the BSNL Board Meeting held today wherein the (NRC ) Nomination and Remuneration Committee discussed regarding Restructuring of Telecom Circles, Non-Recruiting Circles and merger of SSAs in BAs. etc.,  to save the Establishment Cost and Man Power of BSNL. Meeting with CMD BSNL : GS, President met CMD BSNL and discussed regarding:- (a) Meeting with PMO on Revival of BSNL/MTNL : We enquired about the outcome of the meeting With  PMO  yesterday  on revival of BSNL/MTNL.  CMD confirmed that a presentation on BSNL Revival plan was made to PMO by him and mentioned that PMO is seriously working for revival of BSNL he confirmed that 4G spectrum will be allocated to BSNL shortly, Monetization of BSNL’s non-core land may be decided by DoT and VRS to BSNL employees from the age of 50 onwards will be offered. Regarding HR issues of BSNL employees are under consideration in DOT only these issues were not taken up in PMO meeting.

(b) Letter of Comfort on Bank Loan: On Letter of Comfort given by DOT to BSNL Banks have raised certain queries from DoT which has been sent to DoT to clarify, so that Banks can grant loan to BSNL. 

(c) DE to DGM Promotion: We requested CMD BSNL to consider DE to DGM(Engg.) promotions  to fill-up 891 vacant DGM posts since CPC has been completed 3 months before and the VCRs are expiring in the first week of April-2019.CMD mentioned that CPC work is in progress and Pers. cell is making efforts to issue promotion order shortly .

03.04.2019:  Meeting with Advisor (Finance ), DoT : GS and President met Advisor (Finance ) , DoT and discussed regarding :a. Letter of Comfort to BSNL for Bank loans : Advisor (Finance)  DoT mentioned that BSNL has sent letter for giving some clarification to Banks to availing loan by BSNL for OPEX , shortly the clarification will be given by DOT to enable BSNL for taking loan from Banks.

b. Financial support to BSNL : Advisor (Finance)  mentioned that after the meeting with PMO, DoT will issue instructions that BSNL premises will be given on lease basis only to private parties and even to Government offices including DOT Term Cell / CCAs.  All the CCAs have been directed to help BSNL in completing  the mutation of lands at the earliest so that  BSNL Land / buildings can be leased out immediately . DOT Term cell / CCA offices have been directed even to pay electricity bills of their office to BSNL.  Already instruction has been issued to pay salary by DOT to the BSNL staff working on deputation in DOT.in this manner BSNL’s revenue will be increased by  20%  . DOT is making efforts to arrange payment of interest amount of Rs 2371 Crores against the BWA spectrum refund delay.

c.  VRS  in  BSNL :  Advisor (Finance)   mentioned that VRS in BSNL will be offered to the employees of age 50 years and above . reduction of age from 60 to 58 years may be decided by the next government as recommended by DOT / BSNL.

c. Timely disbursement  of salary to BSNL employees : Advisor (Finance)  informed that for the disbursement  of February, 2019 salary ,DOT released Rs 500 crore to BSNL and will ensure that salary disbursement in due time.

e. Regarding Pay revision and Pension revision of BSNL Employees / Retirees: Advisor (Finance) mentioned that pay revision of BSNL employees is under consideration it will take some time for decision. Regarding pension revision of BSNL employees Advisor (Finance)  assured that  he will discuss the matter with DDG (Estt.) to reply to DOP&PW letter at the earliest

 f.  Denial of 1st Time bound Promotion under EPP after 5 years by Pr CCA Kolkata : we expressed our serious concern against the denial of 1st Time bound Promotion under EPP after 5 years by Pr.CCA Kolkata despite the direction/ clarification by DOT Kolkata Pr. CCA. denial of 1stTime bound Promotion under EPP after 5 years by Pr. CCA Kolkata. Advisor (Finance ) mentioned that after our last meeting the necessary instructions from DOT HQ were issued to Pr CCA Kolkata for settling  all the cases of BSNL pensioners under EPP provisions in true spirit . He assured to provide the copy of the letter given to Pr CCA by DOT in the next week to us.

GS, President, AGS(Fin.) met Director(HR), BSNL Board and discussed regarding

(i) DE to DGM Promotion: We further requested Director(HR), BSNL Board to issue promotion orders from DE to DGM at the earliest since VCRs are expiring this week. PGM(Pers) mentioned that the CPC work from DE to DGM(T)  is in progress and efforts are being made to issue promotion order in the 2nd week of April, 2019.

(ii) Diversion of Internal MT quota of CAO  posts to seniority quota: We requested Director(HR), BSNL Board to consider diversion of 50% MT Internal quota of CAO posts numbering 336 posts in the BSNL Board meeting scheduled to be held on 4th April, 2019. Director(HR) further directed PGM(Pers) to look into the matter for an early action.

(iii) Presentation on BSNL/MTNL revival to PMO: Director(HR) confirmed that today at 15.00 Hrs our CMD BSNL along with Secy(T), DoT will give the presentation to PMO on revival of BSNL.

 Postponement of 6th AIC of AIBSNLEA proposed to conduct on 9th to 11th April 2019 at Vijayawada due to General elections notified and elections scheduled for AP state on 11th April 2019:

The host circle Andhra Pradesh has requested CHQ for the postponement of 6th AIC of AIBSNLEA proposed to conduct on 9th to 11th April 2019 at Vijayawada due to General elections notified and elections scheduled for AP state on 11th April 2019.

The general elections for parliament and some states throughout India notified schedule of elections from 11th April to 17th May 2019.As per CHQ notification the 6th AIC was notified from 9th to 11th of April 2019 at Vijayawada and the parliament and assembly elections for AP state scheduled on 11th April 2019. As per election code strict rules are being imposed and there will be 144 section for 72 hours before elections on 11th April 2019. The vehicles and hotels and the persons suspicious are under check is already started. Big gatherings and meetings are not permitted as per election code. In these circumstances it is very difficult to organize the 6th AIC which requires several delegates to participate in the Programme, Both assembly and parliament elections were scheduled for AP state on 11th April itself. We have thoroughly discussed with our AP Circle Office bearers and decided to request CHQ to postpone the proposed 6th AIC at Vijayawada. We are ready to organize the 6th AIC at Vijayawada as per the new schedule of dates. 
We have approached corporation authorities and they confirmed that they will allot the AC auditorium for 3 days from 14th to 16th of July 2019. For conducting 6th AIC at Vijayawada.
In view of the above, AIBSNLEA CHQ has issued notice of postponement of 6th AIC on 14th,15th &16th July 2019 and Pre- AIC CWC meeting on 13th July 2019.

07.03.2019:  Meeting with Shri Anupam Shrivastava, CMD/BSNL: AUAB leaders met CMD/BSNL and held discussions regarding disbursement of salary for the month February, 2019 and the repressive measures initiated under FR 17A against the employees on strike, especially the Executives. GSs and Senior Leaders of BSNLEU, NFTE, SNEA, AIBSNLEA, AIGETOA, BSNLMS, BSNLOA and TEPU were present. DIR(HR) was also present in the meeting.

CMD informed that the salary will be paid by next week end, according to the present cash flow.

On the repressive measures, AUAB explained that FR 17A is not part of CDA Rules or it is not adopted by BSNL so far and hence it is not applicable for BSNL employees. The action initiated under FR 17A is not valid, AUAB explained to management. CMD BSNL & Director(HR) assured to look into the matter.

Accordingly, the proposed Relay Hunger fast by CHQ leaders of AUAB at New Delhi from 12.03.2019, demanding salary payment and withdrawal of suppressive measures will not be conducted on the basis of assurances given by CMD BSNL.

Decisions of the AUAB meeting held on 20.02.2019.

A meeting of the AUAB was held today to review the 3 day strike and also to chalk out the future course of action. General Secretaries / Senior officer bearers of all the constituents of the AUAB participated. The meeting whole heartedly thanked the entire Executives and Non-Executives who made the 3 day strike a historic success. The meeting also congratulated the circle and district level AUAB, for effectively organising the strike. With the view to carry forward the movement further to settle the charter of demands, the following programme of action is finalised.

1) Conducting March to PMO on 06.03.2019, by mobilising the employees from the surrounding circles.

2) Memorandum to be submitted to all the MPs, latest by 28.02.2019.

3)  To send messages to the Hon’ble Prime Minister and Hon’ble Minister of State for Communications on Twitter.

4)  Meeting the Hon’ble Minister of State for Communications wherever possible by our comrades.

Meeting with Sh. Arjun Ram Meghwal, Hon’ble  Minister of State in Ministry of Water Resources, Govt. of India:

Today evening at 06.15 PM the representatives of AIBSNLEA Com. L.N. Sharma, Distt. Secy. AIBSNLEA Bikaner TD, Com. K.L. Sunar, Vice President, AIBSNLEA Bikaner TD along with other office bearers met Sh. Arjun Ram Meghwal, Hon’ble  Minister of State in Ministry of Water Resources, Govt. of India and requested for his kind intervention for the settlement of AUAB demands and at the same time Com. Sunar connected GS AIBSNLEA Com. Prahlad Rai on telephone wherein Com. GS explained the assurances given by Hon’ble MOSC(I/C) in the meeting held on 03 Dec., 2018 for the settlement but DoT administration is dragging the issues.

After detailed discussions, Hon’ble  Minister of State in Ministry of Water Resources Sh. Arjun Ram Meghwal assured to discuss the matter with Hon’ble MOSC(I/C) Sh. Manoj Sinha ji. He also enquired about our agitation programme. We explained him our three days strike successfully completed today evening and in the next phase ‘Mass Rally’ will be organised by the AUAB to PMO residence on 06th March,2019.

16.02.2019AUAB holds review meeting – Decides to go ahead with the strike.
A meeting of the AUAB was held today. General Secretaries and senior office bearers of BSNLEU, NFTE , AIBSNLEA, SNEA,  AIGETOA, BSNL MS, ATM, TEPU and BSNL OA participated.

The meeting paid homage to the 40 CRPF personnel martyred in terror attack at Pulwama. The preparations that have been made in various circles, to make the strike successful, was reviewed. The meeting expressed it’s concern that, the DoT has not even come forward to hold any discussion with the AUAB so far. After detailed review, the meeting unanimously decided to go ahead with the strike.

The meeting decided to call upon the circle and district organisations of the constituents, to make the last minute preparations for the success of the strike. The meeting also decided to call upon the employees to hold condolence meetings outside office premises at 10:00 am on 18-02-2019, and pay homage to the 40 CRPF personnel martyred in terror attack at Pulwama.

AUAB Meeting with CMD BSNL:

AUAB rejects the proposal of the Management for deferring the salary for the month of February, 2019 – AUAB also rejects the appeal of the Management to withdraw the strike.

A meeting between the AUAB and the BSNL Management was held today at 17:30 hrs. Shri Anupam Shrivastava, CMD BSNL, Ms. Sujata T. Ray, Director (HR & Finance) and Shri A.M. Gupta, GM (SR), were present. From the AUAB, Com. P. Abhimanyu, Convenor, Com. Chandeshwar Singh, Chairman, Com. Prahlad Rai, GS, AIBSNLEA , Com. K. Sebastin, GS, SNEA, Com. Pathak, AGS, AIGETOA, Com. Suresh Kumar, GS, BSNL MS, Com. H.P. Singh, Dy. GS, BSNLOA and Com. S. Sivakumar, President, AIBSNLEA, participated.

The CMD BSNL explained the serious financial crisis being faced by the BSNL and appealed for the cooperation of the AUAB, for deferring payment of the salary for the month of February, 2019. The AUAB representatives firmly rejected the request of the CMD BSNL. They told in one voice that payment of salary of the employees should not be deferred. Thereafter, the CMD BSNL said that the 3 day strike, called on by the AUAB from 18.02.2019 will be self-defeating, and appealed to call off the strike. The representatives of the AUAB rejected the appeal of the CMD BSNL and reaffirmed that the strike will take place at any cost. They told the Management that the repeated assurances given by the Hon’ble Minister of State for Communications on 24.02.2018 and 03.12.2018 for the settlement of AUAB demands i.e.

Charter of demands >>>>>

  1. Implementation of 3rd Pay Revision with 15% fitment.

  2. Allotment of 4G spectrum to BSNL, as per the proposals submitted by the BSNL Management.

  3. Implement assurance of the Hon’ble Minister of State for Communications for delinking pension revision from pay revision. Revise pension of BSNL retirees w.e.f. 01.01.2017.

  4. Payment of pension contribution by BSNL as per the government rule.

  5. Settlement of the left out issues of the 2nd Pay Revision Committee.

  6. a) Approval for BSNL’s Land Management Policy without any delay.

    6. b) Expeditiously complete the mutation and the process of transferring of all assets to BSNL, as per the Cabinet decision taken on the eve of the formation of BSNL.

    7. (a) Ensure financial viability of BSNL, as per the decision taken by the Group of Ministers, at the time of formation of BSNL.

    7. (b) Issue letter of comfort for BSNL’s proposals for taking bank loans.

    7. (c) Expeditiously fill up all vacant post of BSNL Board of Directors.

    8. Scrap BSNL’s outsourcing for the operation and maintenance of it’s mobile towers.

……are not implemented by the DoT. The AUAB also told the CMD BSNL that, plenty of time is already given to the DoT, and that the strike will now take place successfully. The AUAB told the Management in categorical term that, there is no question of going back from the decision to go on strike.

All the Circle/District Secretaries are requested to make full preparations for the successful implementation of  three days strike.

AUAB held several round of discussions with DoT officers in the presence of CMD BSNL & Director(HR), BSNL Board but not even a single demand is resolved by DoT. It has forced AUAB to go on three days strike from 18th Feb., 2019 to 20th Feb., 2019.

AIBSNLEA extends its moral & solidarity support to the General Strike called by Central Trade Unions on 08th & 09th , January, 2019.

 Meeting with CMD, BSNL: GS, President  & AGS (Fin) met CMD, BSNL and greeted him on New Year. CMD mentioned that for the growth of BSNL both Management and Employees should work together and make BSNL to turn around so as to regain its original glory in this New Year 2019. We discussed regarding

(a) DE (Regular) to DGM (T) Adhoc Promotion:  We extended our sincere thanks to CMD BSNL for allowing CPC from DE to DGM (T) to fill up the 891vacant posts. We requested CMD for early issuance of the promotion orders. We appraised him about the status of the Court Judgements on TES Gr.B seniority cases. CMD assured to discuss the matter with Dir (HR).

(b) Status of the AUAB demands in DOT:  We enquired about the status of the AUAB demands in DOT and the constitution of committee comprising DOT/BSNL officers and AUAB representatives. CMD BSNL informed that DOT desired to hold the meeting of the committee in the last week but the AUAB representatives were not available, thus the Committee meeting may take place in this week end..

(c) 6th AIC at Vijayawada, AP: We extended our invitation to CMD, BSNL for attending  6th AIC of AIBSNLEA being held at Vijayawada, AP w.e.f. 9th April to 11th April 2019 as chief Guest. CMD assured to make it convenient to attend the AIC.

          District secretary Com. Balachandhar Damle, welcomed  CS Com. S K Hirenmath,  C P  Com. Ullas V Gurav,CHQ  VP Com. Chakkoli Appalal, FS, Com. Tulasi Ramaiah, DS BGTD Com. Nagaraju N ACS HQ Com. Shivalingappa to the dais.   D S submitted  the report and F S Com. Mahale submitted the  Accounts statement  for the period.  Both the reports were approved by the body with few corrections.

The existing body of the Circle office branch was  dissolved and  Voice President CHQ was requested to conduct the election for new office bearers for the period of 3 years from 2019 to Jan 2022.   The new body was elected unanimously and oath taking  was conducted by Circle president. .

         The following members  were elected unanimaously  for the post of namely :

          Many members interacted during the meeting.  All the querie were replied suitably by Circle secretary/Circle president. Finance  secretary addressed the gathering and  congratulated the newly elected body  and   appealed  to enhance the membership, which is the  need of the hour.

           CS Addressed the gathering in  respect  of 3rd PRC, CPCs, deferment of strike and many more points related to HR Issues.

         Circle president addressed the gathering and covered the points such as CPSU Cadre hierarchy, disadvantages of MT recruitments,  which stops the carrier growth of all executives, FR 22 (a) 1 Pay                     fixation, and ADOL Pay fixation etc.,

         ACS HQ Com. Shivalangappa   appealed to all executives to enhance the membership in the month of Jan 2019 and  appreciated AIBSNLEA  as  matured and  learned association.

GS discussed with GM(Pers.) regarding DE to DGM(T) promotion and requested to issue promotion orders at the earliest. GM (Pers.) mentioned that all the VCRs of eligible DEs for promotion have been received. CPC work is in progress & will be expedited shortly. He assured for issuing promotion orders from DE to DGM(T) to fill up 891 DGM vacant posts.

JTO to SDE(T) promotion: We further requested GM(Pers.) to issue JTO to SDE(T) promotion orders to fill up about 4900 vacant SDE(T) posts. GM(Pers.) mentioned that CPC work is in progress & efforts are being made to expedite CPC at the earliest but the contempt case on this issue is listed for hearing on 7th Jan., 2019 in Hon’ble CAT Ernakulum. In view of this promotion orders may be issued after 7th Jan., 2019 only.
