GS attended the PRE CEC Meeting of the 7thCircle Conference and 7th Circle Conference of the AIBSNLEA Karnataka Circle
The 7th Circle Conference of AIBSNLEA Karnataka Circle was held on 12th and 13th October’ 2019 at Tarala Balu Sabha Bhavana, SS Parvathamma Samudaya Bhawana Premises, Davangere.
The Pre- CEC meeting was conducted on 11/10/2019 evening. Circle President Com. Ulhas V. Gurav presided over the meeting. Genl. Secretary Com. S. Sivakumar and Vice president CHQ Com. Chakoli Appalal participated in the PRE CEC. In his address GS briefed about the current Financial Status of BSNL and various important issues and called upon the front line Office bearers to work unitedly for the betterment of BSNL and AIBSNLEA.
Com. Ulhas V Gurav Circle President presided over the 7th Circle Conference started on 12.10.2019 at 10.15 hrs and welcomed the gathering. Com. Shashidhar K. Hiremath, Circle Secretary and AGS (Eng)/ CHQ placed the Circle Secretary’s report.
Our beloved and dynamic General Secretary S. Sivakumar while addressing portrayed the real shape of present BSNL status and explained the problems faced by BSNL and its solution. He mentioned that the Government has failed to honour the commitment made and assurances given to BSNL Unions / Associations through its Cabinet decisions at the time of formation of BSNL. Taking care of the financial viability of BSNL is the responsibility of the Government. He said that he along with CHQ Office bearers of our Association met Hon’ble MOC Sri. Ravi Shankar Prasad Ji and Hon’ble Minister for State of Communications Sri. Sanjay Shamrao Dhotri Ji and Hon’ble Minister for State of Finance Shri Anurag Thakur Ji and requested to honour the assurances given through Union Cabinet Decisions and extend adequate immediate Financial Support to BSNL and revival of BSNL. Hon’ble Minister for Communications Shri. Ravi Shankar Prasad ji assured that the Revival Package of BSNL is under active consideration and soon it will be decided.
AIBSNLEA has also written letter to Hon’ble Prime Minister, Shri Narendra D. Modi Ji, requesting him to extend Financial Support to State owned BSNL, immediate Revival of BSNL, Allotment of 4G Spectrum, Refund of money which has been taken against various Taxes, excess payment of Pension Contribution, compensation of Rs.19,000 Crores for maintenance expenditure of loss making Rural Exchanges and payment of USOF/ ADC Charges in the form of Rural Deficit Charges for the services provided by BSNL in the LWE/NE/Rural/Far flung/Tribal/Hilly areas and implementation of 3rd PRC to BSNL Employees.
He further mentioned that BSNL is facing severe financial crisis and not able to pay even Electricity Bills, Towers Rent, Vehicle Running Expenses, Fuel Expenses, Contractual Labour Wage bills, Payment to Vendors, Telecom Infra Service Providers and Local Cable TV Operators bills etc. Further, the recoveries from salary like Bank’s EMI Payments, Societies, GPF Subscription/recoveries as well as Reimbursement of Medical Claims in respect of the working Employees & BSNL retirees are also getting delayed. The OPEX, CAPEX, Statutory and other Liabilities are also pending for more than Rs.15,000 Crores and it is likely to increase in the months to come.
Salary for the month of September’ 2019 has not been disbursed to BSNL Employees till date. This is the 4th time in this year, that the BSNL Management has not disbursed the Salary in time to its employees. It has caused serious demoralization, resentment and frustration amongst the BSNL employees. It would be very difficult for BSNL to meet even its fund requirement for monthly Salary due to heavy dip in cash flow during past one year. Further, the gap between monthly revenue and bare expenses to continue operations in BSNL is a growing concern has reached a level where continuing with BSNL operations could be nearly impossible without immediate financial support to BSNL. The average monthly cash flow is Rs.1400 Crores whereas our monthly Expenditure is around Rs.2400 Crores. Gross Salary expenditure alone is Rs.1350 Crores. Now Nationalized Banks are also not ready to sanction any Loan to BSNL on the basis of Letter of Comfort due to decrease in revenue of BSNL.
GS further mentioned that the need of the hour is to retain the existing Customers and maximize the revenue and advised all employees to come forward and work together to achieve the targets within the available resources. He also urged the Management to come forward and take into confidence the Associations and Unions. The Genl. Secretaries of recognized Unions/Associations may be discussed and get suggestions to get better results and further strategies to be evolved to come out of the present crisis.
It is reliably learnt that the revival package of BSNL is under active consideration and it is likely to be approved by the Union Cabinet in the last week of October 2019 i.e., before Diwali. He further mentioned that AUAB has given a call for Trade Union Action for the timely payment of Salary, Revival of BSNL & Immediate Financial Support to BSNL and requested one and all to strengthen AUAB and conduct the struggle successfully to achieve our demands.
He also explained about the HR issues in detail- the current status of Promotions in the cadre of DGM(T), SDE, PA/PS, AO to CAO and DGM(T) Review DPC due to Rule 206, FR 22(I)(a)(1) Pay Fixation Court cases/ Pay Recovery in respect of Ex. Officiating JTOs, Status of the Additional Increment under EPP Case, 30% SAB, Scrapping of MTRR, Pay anomaly in r/o Electrical/Civil/Architect wing JTOs etc.,
The entire House enthusiastically applauded Genl. Secretary for his initiatives and sincere efforts for the Revival of BSNL. GS specifically mentioned that we will leave no stone unturned for the betterment and further growth of our AIBSNLEA and BSNL.

A Seminar on “Role of BSNL in the Telecom Sector and its Revival” was arranged. The Meeting started with Invocation song by Smt. Poornima and Smt. Vijaya. A small Cultural programme was arranged on this occasion. Bharata Natyam Dance was performed by Kum. Shakshi. , Com. Ulhas V Gurav, CP presided over the Open Sessionand welcomed all the dignitaries and delegates. Com. S.K. Hiremath, Circle Secretary presented the key note address. The function was graced by special guests Sri. J.L. Gautam, ITS, GM, Davangere, CHQ Vice President Sri. Chakoli Appalal and the leaders from various Unions/Associations. All the leaders participated and spoken regarding the subject in the Open House Session. The entire House enthusiastically applauded Com. K.S. Seshadri, Deputy Genl. Secretary, NFTE, CHQ New Delhi for his thought provoking speech.
Com. G.M. Shastry, DGM (F), Com. B.S. Shivalingappa, SDE and Com. Nagarajappa, A.O. have been unanimously elected as Circle President, Circle Secretary and Circle Finance Secretary respectively.
The Conference was concluded with Vote of Thanks by Com. Hanumanthappa Bajari DS, Reception Committee Secy. and DS/ Davangare Session.
